In the past four years, the navy has seized three ships and fifteen barges that were caught moving stolen oil. There are nearly 400 breaks in 5,000 kilometers of oil pipelines each year. But no matter how hard the government tries to suppress the oil stealing, bribes and violence by the oil gangs keeps the law from stamping out the thefts.
