The US has agreed to a three-part $10 million aid package for the Nigerian military. The first part will pay for the creation of a civilian secretary of defense. The second part will pay to refit the Nigerian Air Force's C-130s and provide new technical manuals for them. The third part will provide training equipment to set up a combat simulation center.--Stephen V Cole
