India banned foreign weapons companies from paying Indian citizens as their business agents after the bribery scandal over the Bofors howitzers 12 years ago. But the business agents continued to operate anyway, and the Indian government has now legalized them again, requiring that they register as representatives of foreign companies and that they receive any commissions in Indian currency.--Stephen V Cole
