The Army cannot decide what to do with the 618,000 black berets it bought from China. These are stored in a warehouse in Pennsylvania. The Army has tried to sell or give them to other government agencies or foreign military forces, but no one is interested. They considered selling them on the civilian market, but feared that soldiers would end up buying them in surplus stores. --Stephen V Cole
