The Navy is proposing that ships and installations "advertise" job openings on the Navy internet, with eligible personnel applying personally for jobs, rather than being randomly assigned by detailers. The reasons for this are many. Sailors have long complained of the seemingly capricious assignments the navy hands out. Moreover, senior officers and chiefs tend to acquire a list of sailors they have mentored over the years and would like to work with again. The proposed innovations would enable officers and chiefs to assemble teams of people they know better and can work more effectively with. There would also be the competitive aspect for sailors ready for a new assignment. They would know that quick feedback would be received during interviews and that more desirable assignments could be obtained if a better impression were made. The internet makes such a new system possible, and that is one reason the proposal was made in the first place.
