: The US Army is so short of captains that it is considering a radical plan: allow captains who were denied promotion to major another three years on active duty before they are forced out. The Army insists that it isn't lowering its standards. If the plan goes ahead, captains who left the service within the last year or two will be offered three-year contracts to come back.--Stephen V Cole
