Taliban and warlords are threatening and attacking census takers. Fair and accepted national elections are only possible with an accurate census. But the warlords, and many tribal leaders, would prefer to use their own inflated numbers. The government is trying to force the issue, but it's become dangerous to be a census worker in many parts of the country.
