Turkey is paying Israel to upgrade 54 old F-4 Phantom fighters. Twenty-four will be upgraded in Israel (17 of these have been delivered so far) while the other 30 will be upgraded locally by Israeli engineers. The first locally-upgraded aircraft was delivered in July.--Stephen V Cole
