The government is, once more, going to go after the criminal gangs that steal about 100,000 barrels of oil a day. This is a billion dollar a year business, and police and local government officials are often involved. Pipelines are tapped into, the oil pumped into a barge, which then gets the crude  oil to a tanker which buys it and steams off to foreign refineries. Nigeria legally exports about two million barrels a day.
