Local elections have been delayed once more, because of fear of corrupt influence by local politicians. Currently, the 700 local officials are appointed by state governors. The appointed officials are generally out to steal all they can, and in return they do whatever their governor tells them. Attempts to elect people to these posts have run afoul of local politicians rigging the elections to get the corrupt officials installed despite what the voters want.
