The Ijaw tribe in the coastal delta oil field area demanded that the government put some of the oil money back into Ijaw inhabited areas. If not, the Ijaws threaten to not just shut down the oil facilities, but to destroy them. In the past, the oil money was largely stolen and distributed to politicians throughout the country. Very little money reached the people in the oil producing areas.
