Pakistan held a special press conference on 23 October to assure the world that its nuclear weapons were "safe and secure" and unlikely to fall into the hands of terrorists. The International Atomic Energy Agency issued a warning on 22 October that the 11 September terrorist aircraft attacks on the US had shown a major new concern over the security of all nuclear plants.--Stephen V Cole
