Efforts to get UN weapons inspectors returned to Iraq ignore the fact that Iraq has never played it straight with the inspectors, interfering with and delaying their inspection efforts. Many major weapons development efforts were only discovered when high level defectors revealed them. Inspectors don't work when faced with such resistance.
