Increasing violence between Shia and Sunni extremists in Pakistan is resistant to government attempts to deal with it. Each side has large populations in the major cities and thousands of armed members forming militias and terrorist groups.  When the government tries to intervene, it is often attacked by both sides for supporting the other faction.
