While violence continues in Kashmir, despite the Indian ceasefire, representatives of Kashmir separatist parties are in India for peace talks with the government. While these separatist groups do not control armed rebels, they do have great influence among the Moslem population. Without the support of the population, the rebels would be much less effective. Pakistan has offered to join the talks, but Indian has refused this until Pakistan halts support for Kashmiri rebels.
