The rebels usually increase their attacks during the Moslem holy month of Ramadan, which began last week. At the peak of the rebel violence (1993-7), they would slaughter over a thousand people during Ramadan. But last year, the dead amounted to less than a hundred. This was the lowest death toll in over a decade.
