The government disarmed 250 local militia after some of them surrendered their weapons to rebels without a fight. Civilians in some areas have been armed so they protect themselves from rebel attacks. But apparently, in some areas, the civilians were willing to trade their weapons to local rebels in return for freedom from attacks.
