A survey of 92 defense journalists found that USAF PAOs (Public Affairs Officers) the most competent. Marine PAOs were a close second, and were considered the most cooperative and credible. The Navy was third and the Army was last. The army is the only service that does not have PAOs in a separate career field (officers are taken from their primary job, given a little training and spend a few years dealing with the press.) The Army is in the process of creating career PAOs.
