Opinion surveys reveal that only 28 percent of the population backs the continued use of conscription. Draft dodging has become widespread, and the army says that 80 percent of the conscripts it gets come from poor villages and rural areas, where military service is seen as a way out of poverty. Some 62 percent of Russians favor a professional armed forces, staffed by volunteers.
