 Doing business with the Russian military requires patience, and deep pockets. The defense ministry reported that it owes suppliers over a billion dollars for goods delivered and not paid for on time. Companies compensate for this by raising their prices to pay for the loans they have to take out while waiting for the defense ministry to pay up.
