Admiral Kuroyedov, Commander-in-Chief of the Russian Navy, has called for a fleet consisting of:

@ 70 ocean-going surface combatants
@ 12-15 ballistic missile nuclear submarines
@ 50 nuclear-powered attack submarines
@ 35 diesel submarines.

To produce this fleet, Kuroyedov says the Navy will need 25% of the defense budget. It is currently getting about 12%.--Stephen V Cole
