By any account, there are about 1,000 Chechen rebels still fighting in the restive Russian province of Chechnya. President Putin has declared them to be criminals rather than rebels, guerrillas, or soldiers, and has placed the Federal Security Bureau in charge of the conflict.--Stephen V Cole
