A former Hmong general is now trying to promote a peace plan to end the long-running war between the Hmong tribe and the Laotian government. Gen. Vang Pao met with nearly 700 people in Minnesota to promote new dialogs. The general said that he had recently met with Vietnamese representative in Holland to discuss his peace initiatives. The peace plan centers on insuring human rights in Laos but also strengthening the banking system, investing in programs that promote agricultural improvements, increasing tourism and recruiting more foreign investors.
