The peace talks between the government and MILF have made progress, and the rebels believe they can achieve the kind of deal that took the larger Moslem separatist groups out of action in the 1990s. The smaller MILF kept fighting, and when the MILF makes peace, the still smaller Abu Sayyaf will still be fighting.
