The government says that the terrorist group GIA has all but ceased to exist, with only 10-20 remaining members. But the larger GSPC is still thought to have 400-500 active members. GSPC is using smugglers, who normally move untaxed cigarettes into the country, to also deliver ammunition and weapons. But the GSPC is running short of cash, and the smugglers have to be paid.
