The war with the Islamic radicals has turned into something more akin to a battle with a criminal gang.  The Islamic rebel organization, GSPC, is shattered, and having a hard time getting reorganized. The Islamic rebels are widely unpopular, and many of the most radical of their number have been going off to Iraq (to get killed), Europe (to get arrested) or other Arab countries (to disappear).
