GSPC leader Amar Saifi, was handed over to Algeria by  Libyan leader Muammar Kaddafy. Saifi was captured by Chad rebels earlier this year, but negotiations to by Algeria to buy him went nowhere. Kaddafy has more clout with the MDJT rebels in Chad, because Libya has long supported various Chad rebel groups. Kaddafy used his pull to get MDJT to take the money and turn over Saifi.
