Constant pressure from the army and police, plus general disgust among the civilian population, have demoralized the Islamic rebels. Most have surrendered or simply slipped back into the civilian population. There are still a few hundred rebels out in the countryside, but most are simply operating like bloodthirsty bandits (doing more killing than looting.)
