The government refuses to do this.

 

The government placed the Jaffna Peninsula under curfew while police searched for those who killed a police commander two days earlier. The police and soldiers in this area, where most LTTE supporters live, are at the mercy of the armed LTTE fighters who stay out of the way, for the moment, in hidden camps, out in the bush. The government and the LTTE continue to maneuver, and build up their forces, in anticipation of a resumption of the war. The government believes they will come out of this in a stronger position,
