Peace in Sri Lanka continues to be threatened by civil war within the Tamil community. The LTTE insists on being the only representative of Tamils, and is killing Tamil leaders who appear, and refuse to follow the lead of the LTTE.  There also remain problems with other minorities within territory claimed by Tamils. The LTTE refuses to allow separatism by these groups, and some in the LTTE want to expel them. Both sides are preparing for a resumption of the war, and that remains a possibility, even
