The rebels have demanded that the government remove a ban on the LTTE (imposed after the rebels destroyed a Buddhist shrine in 1998) before peace talks can proceed. The government is in the process of doing this, even though it risks a violent backlash from Buddhists still angry over the LTTE attacks. Meanwhile, India and the US continue to consider the LTTE a terrorist organization.
