Two policemen and a former agent of the National Bureau of Investigation were arrested for kidnapping. The government campaign against kidnapping gangs has been more popular than anti-terrorism efforts, because the kidnapping was more common. Rogue police have always been suspected as being behind many of the kidnapping gangs, and these arrests are meant to show that the bad cops are not immune. In the past, most attention was given to efforts against terrorist kidnapping gangs.
