With major Abu Sayyaf leaders captured, and years of pressure on those few groups that are still active, the organization is seen as much less of a threat. In some parts of Abu Sayyaf's normal operating area in the south, there has been no activity by rebels for months. As a result, police and army task forces that were hunting Abu Sayyaf are now being sent after criminal gangs, especially those that specialize in kidnapping.
