 The government will allow MILF leaders to freely travel to Malaysia for peace talks, even though it is increasingly clear that the MILF leadership has lost control of many of its members. More aggressive MILF factions continue to attack troops, civilians and police despite the ceasefire.

Fighting with the communist NPA rebels has been more intense of late, leaving 30 soldiers and police dead in the last three weeks.
