American Special Forces are finding that the situation in the Philippines is more complicated than just rebel movements and possible al Qaeda operations. Extensive government corruption keeps the communist NPA rebels going in the north. Religious differences, clan feuds and the MILF separatist organization keep the violence going in the south. Throughout the country, criminal organizations add to the chaos and body count. Al Qaeda could operate here, but would be at great risk of being sold out. The cash rewards the US offers for al Qaeda will work in a place like the Philippines.
