The king announced that his new government would be more effective in defeating the Maoists. Details were not provided. The political parties wanted to negotiate with the Maoists, but the rebels wanted the monarchy eliminated. This would be difficult to do, as many Nepalese, including a large number of those living in rural areas, respect the monarchy. The Maoists, however, are using a tried and tested terror campaign to coerce large sections of the country to support, or at least not oppose them.
