The government presented a plan to guarantee the physical, social and economic security of rebels who surrender by mid-February 2004. The rebels' families will also be provided security. Rebels surrendering weapons will get around $2,800 for turning in an 81-mm mortar, $1,400 for a general purpose machine gun and $700 for an M16 rifle. 

The army has already started work on setting up rehabilitation centers in the east and west to house Maoists who have surrendered or are in detention. A general claimed that around 4,000 Maoists are willing to stay in such centers at present. - Adam Geibel
