Israel will not continue releasing Palestinian prisoners, because the Palestinian Authority has done nothing to crack down on Palestinian terrorist organizations. This means that 400 Palestinian prisoners who were to be released, will not be. The major Israeli complaint is the Palestinian tendency to go through the motions of cracking down, and then insist that, "everything was done," after the terrorists make another attack on Israelis. At the same time, the Palestinian Authority protests any Israeli counter-terrorist operations on Palestinian territory, no matter how effective these efforts are in preventing terrorist attacks. The Israelis have long been exasperated at the Palestinian refusal to take responsibility for their lack of success in defeating terrorists.
