Iran continues to pour money into it's domestic military production companies. With the economy in a shambles because of restrictions imposed by the religious conservatives, investment in locally designed produced weapons is a major source of jobs and national pride. The religious conservatives back this production, especially when it involves weapons (like rockets and small arms) that can be used to supply Islamic militants.
