Balkans: December 23, 2003


NATO and Macedonia both reported that ethnic Albanian rebel commander Xhemail Hiseni (aka Commander Jamie Shea) surrendered to NATO peacekeepers in east Kosovo. He is believed to be responsible for a dozen deaths in bomb attacks in early 2003. Hiseni is believed to be a member of the Albanian Naitonal Army (ANA).
