Romania has offered to provide the US with background data on Iraqs energy networks, ie, the electrical grid, oil refineries, and other power generation facilities. During the Cold War, Romania either built or helped design approximately half of Iraqs electrical transmission system and assisted with other technical infrastructure. While US intelligence already has a lot of information on Iraqi networks, Romanian sources may well be able to provide advice on getting these networks back on line in a post-Saddam era.
