South Korea was very upset at North Korea after the recent, second, North Korean nuclear weapons test. The UN earlier asked members to impose sanctions on North Korea for an April 5th ballistic missile test. South Korea did not comply because no South Korea firms have any business dealings with North Korean firms involved in missile and nuclear weapons development. But such was the anger in the south over the nuclear weapons test, that sanctions were imposed anyway, even though they would have no effect. A statement had to be made.
