The government is blaming Darfur rebels for attacks on aid workers, and refugees trying to return to their burned out villages. It's more likely that the Arab militias, or bandits, would be attacking relief workers and returning refugees. The Arab dominated government will not admit that the Arab tribesmen have been responsible for all the death and destruction in Darfur.
