UN officials believe that at least 8,000 peacekeepers are needed in Darfur, to pacify the are sufficiently so that over two million refugees can return home. No one is willing to supply that many peacekeepers. African Union observers believe that there is a complete breakdown of law and order in Darfur, with the government doing nothing to control Arab militias, or even its own soldiers, who continue to attack non-Arab civilians.
