The government is accusing Darfur tribal rebels of attacking and looting aid convoys. This accusation may be true, although the chaos in Darfur has brought out gangs of black and Arab bandits, as well as the tribal rebels and pro-government Arab militias. All of these groups see foreign aid convoys as an excellent source of loot.
