In Burundi, the FDD Hutu rebel organization  have accused the Tutsi dominated government of not giving the FDD the third of government jobs they were promised by the peace deal. FDD has not threatened to restart the fighting, but this may delay the November elections. The peace deal signed in November, 2003, provided for disarming the 20,000 FDD gunmen, and rewarding them with government jobs, goods or cash. The government and the rebels eventually came to a disagreement over who shall get exactly what.
