Anywhere between 3-5,000 FNL rebels continue to operate outside the capital, refusing to make peace with the government. The FNL is a Hutu organization, and many of its members are turning to banditry. Nine years of civil war have left over 250,000 dead and now only the FNL wants to fight on.

The Interhamwe Hutu militias fighters in the Congo have generally reverted to banditry, and some have tried to sneak back into Rwanda.
