AFP quoted a spokesman as saying that Burundihad witnessed flagrant rebel military organization and interaction with the (Tanzanian) administration." That seems to mean the Tanzanians let the rebels cross the border without interference. In a subsequent report, the Burundi government said that more fighting was occurring in Makamba and Ruyigi provinces.
