Nelson Mandela, acting as chief mediator in Burundi's negotiations to end its civil war, said that the Burundian Army should be half Tutsi and half Hutu. At the moment it is largely a Tutsi-run organization. Meanwhile, the Burundian Army reported that around 5,000 Hutu rebels had left their camps in Tanzania and were entering southern Burundi.
