To pay for the larger number of volunteer troops (who are paid wages competitive with civilian jobs), and the purchase of new weapons and equipment, the defense budget will be increased 40 percent. This year's defense budget is $13.1 billion, so this would mean 2005 spending would be $18.3 billion. The U.S. is spending over $400 billion a year on defense.
